An alternative to boots on the ground in Iran

Permanent technological denial. This requires a lot of munition but you basically bomb (or drone strike) every road in and out of the country, every rail line, every auto shop, parts warehouse, gun factory, TV station, radio frequency source, etc etc until you put them in the stone age. That doesn't stop terrorists from being there but if technological denial is comprehensive enough even funding terrorism becomes impossible because the banking system collapses. Getting anything in or out of the country is impossible because the roads are destroyed. You just reduced them to a middle-ages level of civilization. 

Why would I recommend this? I don't necessarily even believe in the war for Israel.

Well, it beats boots on the ground.

Poverty also stimulates birth rates which would keep Iran genetically alive while also keeping it politically dead. Of course you would run out of missiles so before you do that you should switch to cheap drones. The LUCAS comes to mind for doing this.
